I have a personal head-canon that some sort of Altmer colonies / Thalmor bases were established in Valenwood once it became part of the Aldmeri Dominion.

I edited/referenced a stock photo for the buildings but I lost the link..... :/

It makes me wonder, when I look at Black Marsh and Valenwood drawings, Valenwood looks like the dark swamp while Black Marsh looks like a beautiful forest.
